I'm not even done with the game but it's one of the best things i have ever played, thank you for this experience, i hope that in the next update (if you are still working on it) you add another route, i'll go on and try to finish it without crying.
After you are done with the portal pussy quest, you have a choice to keep them on. But after that, how do i remove them hahahaha? Its been days (in game) and I've got no clue. I've explored the whole map at different time of day to find the people using well.. me? But to no avail lol.
To answer your question, go into the inventory and select the portal panties. There is a few options to choose from, but you just need to continue hitting the “take off” button and you’ll get your desired result.

The plot and the next update are currently being finalized.

it’s an offline game. the only thing it use internet for is version check and download mods

also to expand on what dummysole said, you gotta have the fleshlight thing in your inventory in order to take em off I believe
You don't need a fleshlight to take the panties off
The people who stole the fleshlights are in the red or orange cellblock, I forgot which.
